(a) No Chief Building Official or designee, Building and Zoning Inspector, or Electrical, Heating and Air Conditioning Inspector shall engage in, or directly or indirectly be connected with, the furnishing of labor, materials or appliances for the construction, alteration or maintenance of a building or structure, the preparation of plans or specifications, or the brokerage of real estate therefor, within the City, unless he or she is the owner or tenant of the building or structure.
(b) The Chief Building Official or designee shall hold a certification as a Building Official as set forth in the Ohio Building Code.

(a) The provisions of this Building and Housing Code are not intended to limit the appropriate use of materials, appliances, equipment or methods of design or construction not specifically prescribed by this Code, provided that the proposed alternative materials, appliances, equipment or methods of design or construction are at least equivalent to that prescribed in this Code in suitability, quality, strength, effectiveness, fire resistance, durability, dimensional stability, safety and sanitation.
(b)
The Chief Building Official or designee may require that evidence or proof be submitted to substantiate any claims that may be made regarding any Proposed alternative.
