Council hereby reserves and retains control and supervision of all lots and reserves to the Caretaker the right, from time to time, and imposes upon him the duty, to enter upon any lot and prohibit, modify or remove any structure, object, improvement or adornment which may have been placed thereon in violation of any of the provisions of this chapter or which may be considered objectionable or injurious to the lot, to adjoining lots or to the general appearance of the Cemetery.
