(a) Flower Receptacles. Receptacles for cut flowers which are sunk below the surface of the lawn, which do not obstruct the lawnmower and which do not appear unsightly may be installed. However, the Caretaker may remove from such receptacles any dead flowers or any matter that appears unsightly at any time.
No basket or glass, crockery, wire, metal or other kind of receptacle for flowers shall be permitted upon graves or lots, except as specifically provided herein. Any receptacles placed upon graves or lots in violation of this section shall be immediately removed by the Caretaker.
(b) Responsibility; Removal. Neither the Caretaker nor Council shall assume any responsibility for baskets, flowers or other matter left on or about graves or lots, and any such matter may be removed by the Caretaker at any time after their usefulness is at an end.
(c) Delivery on Memorial Day. Delivery of potted plants and flowers for beds and bases shall not be permitted on Memorial Day.
