1072.12 CARE OF LOTS; TREES, SHRUBS AND GRASS.
   (a)   Planting of Trees and Shrubs. No person shall plant a tree upon any lot or on behalf of the owner of the burial rights therein. No person shall plant a shrub upon any lot without first obtaining special permission therefor, in writing, from Council. Any shrub planted pursuant to such consent shall become a part of the Cemetery property and thereby owned by the City.
   (b)   Owner's Responsibility. When any planting or other work is done by a certificate owner upon any lot, such owner shall give proper care to the same throughout the season. If the work is neglected or becomes unsightly, the Caretaker shall remove the plants or other objects and perform such other work in connection therewith as will leave the lot in a presentable condition.
   (c)   Unplanted Beds. Unplanted beds are hereby declared to be unsightly. The Caretaker may seed any bed remaining unplanted after June 1 and perform such other work thereon as he deems best in regard to the general appearance of the Cemetery.
   (d)   Sodding and Seeding. All family lots and all single graves shall be sodded or seeded and kept in good order by Council without charge.
   (e)   Additional Planting of Trees and Shrubs; Removal. Additional planting of trees, shrubs or hardy plants may be permitted by the Caretaker, provided that he approves such trees, shrubs or plants and designates the location thereof. However, if any such tree, shrub or plant on any lot or at any location becomes unsightly or, by means of roots, branches or otherwise, becomes detrimental, dangerous or inconvenient to adjacent lots or avenues, or if its removal is deemed wise for any reason, the Caretaker shall have the right, and it shall be his duty, to remove such tree, shrub or plant, or any part thereof, or to do anything necessary, in his judgment, to remove the objectionable condition.
