(a) Boundary Markings. The boundaries of lots shall be marked as may be determined from time to time by Council. No marks, other than those installed or specifically provided for by Council, shall be permitted without special authorization from Council.
(b) Grade; Improvements. Council shall establish the grade of all lots, lawns and avenues and shall direct generally all improvements within the grounds upon all lots before as well as after interments have been made therein. Council shall have charge of planting, sodding, surveying and improvements generally at the Cemetery.
