1072.10 HEADSTONES AND MARKERS.
   (a)   Specifications for Markers and Foundations. No marker shall be erected in the Cemetery unless the specifications, plans and location are first submitted to and approved by Council or the Caretaker. Foundations shall be of solid concrete, not less than two and one-half feet for a double marker and two and one-half feet for a single marker, and shall be so built that the top marker, when set, shall be flush with the ground grade. Only flat headstones or markers shall be installed, set flush with the ground grade to allow the lawnmower to pass over them.
   (b)   Erection of Markers and Stones. No marker or stone shall be erected within the Cemetery when, in the judgment of the Caretaker, the ground is soft and unsettled or the weather conditions are such as to make such operations undesirable at that particular time.
   (c)   Size of Headstones. The length, width and depth of headstones shall be subject to the restrictions and regulations of the Caretaker in order to establish a uniformity throughout every section in the Cemetery, insofar as such uniformity can reasonably be attained. All parties shall in all such matters consult the Caretaker before completing their plans.
   (d)   Removal of Headstones; Advance Payment of Charges. After a headstone or monument has been placed, any stone dealer or other person desiring to remove or change such headstone or monument shall present a written order therefor from the owner before a permit will be issued to remove such headstone or monument or to make any change upon it. No headstone or monument shall be brought into the Cemetery on Sundays or general holidays, and any charges for foundation, setting or other service, if performed by the Caretaker, shall be paid in advance.
