The Director of Public Service may promulgate rules and regulations for the maintenance and operation of the City sanitary landfill, not inconsistent with the provisions of this chapter, which rules, when made and posted at the landfill and in the places established by Section 222.01 of the Administration Code for the posting of ordinances and other matters of a permanent nature, shall have the force and effect of law. A violation of such rules shall be considered a violation of this chapter for purposes of Section 1064.99.
