As used in this chapter, the following terms shall have the meanings given herein:
(a) "Radioactive materials" means any material or combination of materials, which spontaneously emits ionizing radiation.
(b) "Hazardous materials" means any material or combination of materials, which are considered dangerous in any way to the health, welfare or safety of human life in any way whatsoever.
(c) "Carcinogenic materials" means any substance that may tend to produce cancer.
