(a) No person shall open or attempt to open or draw water from any fire hydrant without the consent in writing of the City Manager/Safety Director and no person shall place any material of any kind in front of any hydrant between the curb line and the center of the street or within five feet of either side of such hydrant.
(b) No person shall use a wrench of any type except the proper hydrant wrench upon any hydrant within the City. Such wrench shall be furnished by the City only.
