No person owning or having possession, charge or management of any premises shall permit the construction, location, maintenance, use or existence thereon of a standard septic tank or other conventional-type of secondary sewage treatment facility without first obtaining a written permit therefor from the City Engineer. Such permit shall be issued when the use of certain systems with small filter beds with satisfactory available points of discharge render this type of sewage treatment facility acceptable considering the density of population within the City.
