(a) No person owning or having the possession, control, charge or management of any premises shall permit the construction, location, maintenance, use or existence thereon of any privy vault.
(b) This section shall not prohibit any contractor, builder or person employing men for construction from providing a temporary privy vault upon obtaining a written permit therefor from the City Engineer.
