The permit and fees specified in Sections 1040.01 and 1040.02 shall be in addition to any other permits and fees required by the County or required for the construction of any building or structure on the premises served by such sewer connection and shall not preclude any other deposit or bond required to insure that connections made with sewer or other public utility lines shall be made in such manner as not to injure such utility lines and that all streets, sidewalks and other property will be restored to the same condition as before such connection was made.
