As used in this chapter:
(a) "Person" means a firm, association or corporation and any person connected with such firm, association or corporation.
(b) "Street" or "highway" means all lands lying between the property lines on either side of any public street, road, boulevard or alley.
(c) "Trees and shrubs" means all woody vegetation now or hereafter growing on any public area.
