(a) Registration and Permit Required; Fee. No person shall make or cause to be made any test boring, opening or excavation of any kind upon, through or under any portion of a street, road, sidewalk, treelawn or other public property without first properly registering with and obtaining authorization therefor from the Director of Public Service. To cover the cost of inspection of such excavations, the applicant shall pay a registration fee of one hundred dollars ($100.00), no portion of which fee shall be refunded.

(b) Restoration. Every such test boring, opening or excavation shall be repaired and the pavement or surface thereof restored to its previous condition within a reasonable period of time as established by the Director, but in no event later than one week from the commencement of such opening or excavation, unless the person responsible therefor first obtains from the Director in writing, for good and sufficient cause, an extension of time. If such opening or excavation is not filled and completed within such period, the Director may have such work performed, and the cost thereof shall be charged to the registrant.
