(a) No Implied Rights. No privilege or exemption shall be granted or conferred by a Franchise except those specifically prescribed therein.
(b) Reservation of Rights. The City reserves every right and power which is reserved to it by this chapter or by any chapter or resolution of the City, and a Grantee, by its acceptance of a Franchise, agrees to be bound thereby and to comply with any action or requirements of the City in its exercise of any of its rights or powers.
