No public hack shall be operated for hire upon the streets of the City without being properly licensed by the
City Manager/Safety Director
. Such license shall be issued as of January 1 and shall expire on the following December 31, unless suspended or revoked sooner by the
City Manager/Safety Director
. Application for a public hack license shall be made by the owner. Such application shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying and the motor power thereof. The application shall be accompanied with the indemnity bond required by Section 852.04.
