The licensing and inspection of public hacks and the enforcement of the provisions of this chapter shall be under the control of the City Manager/Safety Director.
If a hack is disabled, disqualified for service or sold, the City Manager/Safety Director may, at his discretion, permit the use of a license granted for a public hack to be transferred to and used for another, provided the hack complies with the provisions of this chapter.
