(a) Private investigators shall not provide services normally assigned to the Division of Police.
(b) A private investigator shall inform the Chief of Police, or his or her designee, as to the place and mode of operation, and the period of operation, of the investigator. All stakeouts and surveillance shall be approved by the Chief or his or her designee at least twelve hours prior to the initiation of such activities.
