The City Manager/Safety Director, pursuant to Ohio R.C. 737.05, is hereby authorized to license private investigators not in the classified service of the City, only after the ap plicant's criminal and character record has been approved by the Chief of Police and under such rules and regulations as Council shall grant. The only exceptions shall be those persons so appointed by the Governor, as provided in Ohio R.C. 4973.17.
