(a) No licensee shall permit any school age minor to play or operate any coin- operated mechanical or electrical amusement device during those hours of the day when the elementary and secondary schools are open and in session during the regular school year.
(b) No licensee shall permit any minor under the age of eighteen years to play, use or operate any mechanical amusement device between the hours of 11:00 p.m. and 5:00 a.m. on Sunday through Thursday and between 12:00 midnight and 5:00 a.m. on Friday and Saturday, unless such minor is accompanied by his parent, guardian or other adult person having the legal care, custody or control of such minor or is in the company of a responsible adult person twenty-one years of age or older who has permission from such parent or guardian to have such minor out during such hours.
