No person shall operate or conduct a billiard room or poolroom within the City for money or other reward without first obtaining a license therefor from the City Manager. No such license shall be granted by the City Manager unless he is satisfied that the applicant therefor is a person of good moral character. Conviction of a violation of any Federal or State law or any City ordinance pertaining to gambling within five years preceding the application shall constitute prima-facie evidence of lack of the requisite good moral character.
