(a) No person, either alone or in the company of others, shall appear on any street or highway or in any other public place or any place open to view by the general public with his face partially or completely concealed by means of a mask or other regalia or paraphernalia, with intent to conceal his identity thereby.
(b) This section does not prohibit the wearing of such means of concealment in good faith for purposes of amusement or entertainment or in compliance with any public health order.
(c) Whoever violates this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
