No person shall, on the public portions of a parking lot, race the motor of any motor vehicle, needlessly bring to a sudden start or stop any motor vehicle, needlessly blow the horn of any motor vehicle or engage in any race with another vehicle so as to create a nuisance or a disturbance which annoys or endangers any person or any vehicle lawfully on the public portions of such parking lot.
