§ 52.06 ENFORCING AUTHORITY.
   (A)   The authority for enforcing this chapter will be with the Police Department.
   (B)   Other than contractor supplied containers, the property owner shall be responsible for providing sufficient refuse storage containers for the disposal of refuse. If refuse storage containers are absent, inadequate, or not rodent-proof, enforcing authorities shall cite the property owner with a violation.
