§ 51.023 ADDITIONAL PRETREATMENT MEASURES.
   (A)   Whenever deemed necessary, the Superintendent may require a user to restrict its discharge of industrial sewage during peak flow periods, designate that certain wastewater be discharged only to specific sewers, relocate and/or consolidate points of discharge, or separate sanitary sewage wastestreams from industrial sewage wastestreams, and may impose any other conditions as may be necessary to protect the municipal wastewater treatment plant and determine the user’s compliance with the requirements of this chapter.
   (B)   The Superintendent may require any person discharging sewage into the sewage works to install and maintain, on that person’s property and at that person’s expense, a suitable storage and flow-control facility to ensure equalization of flow.
   (C)   Grease, oil, and sand interceptors shall be provided when, in the opinion of the Superintendent, they are necessary for the proper handling of liquid wastes containing grease, oil, or sand, in excessive amounts, except that the interceptors shall not be required for single-family or dwelling units. All interceptors shall be of a type and capacity approved by the Superintendent, and shall be located as to be readily and easily accessible for cleaning and inspection.
   (D)   Grease and oil interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, water-tight, and equipped with easily removable covers which when bolted in place shall be air-tight and water-tight.
   (E)   Where required and installed, all grease, oil, and sand interceptors shall be maintained by the owner, at his or her expense, in continuously efficient operation at all times.
   (F)   When required by the Superintendent, the owner of any property serviced by a building sewer carrying industrial wastes shall install a suitable control manhole together with any necessary meters and other appurtenances in the building sewer to facilitate observation, sampling, and measurement of the wastes. The control manhole shall be designed to provide ready and safe accessibility, and shall be constructed in accordance with plans approved by the Superintendent. The manhole shall be installed by the owner at his or her expense, and shall be maintained so as to be safe and accessible at all times. The inspector and other authorized representatives of the town shall be permitted to enter all properties for the purpose of inspection, observation, measurement, sampling, and testing.
