§ 154.036 PLANTING.
   (A)   All esplanade or planting strip areas at the sides of a public street shall have a covering of topsoil (loam) free of sods, clay, and stones more than one inch in diameter. The layer of topsoil shall be at least three inches deep after being compacted. Base material shall be removed prior to the placement of topsoil.
   (B)   Planting strips are to be limed at the rate of 33 pounds per 1,000 square feet and fertilized at the rate of nine pounds of 10-10-10 fertilizer per 1,000 square feet or equivalent and seeded with a conservation mix endorsed by the County Soil and Water Conservation District.
