The applicant shall be required to investigate and determine the classifications and the types of the subsurface soils. If in the opinion of the Town Council, or its designee, unsuitable subsurface soils are encountered during construction, the applicant shall be required to excavate and remove the unsuitable material and replace it with suitable granular material complying with acceptable engineering standards or other as determined by the Town Council or its designee.
