This subchapter shall apply to the construction or major modification of all public streets within the town, but not for maintenance and minor modifications. For a street to be accepted by the Town Council as a public street, it must meet the full provisions of this subchapter unless waivers are granted in accordance with § 154.003 of this chapter.
