No sign shall be erected, constructed, created, or located or relocated within the town by any person or persons, or entity, except for signs expressly exempted from the permitting process in § 153.17, without first obtaining a written sign permit from the Town Council. No person, persons, or entity shall engage in any work requiring a permit without having the written permit in his or her possession at the job site.
