§ 32.01 ELECTORAL DISTRICTS AND ELECTIONS.
   (A)   The Town Council hereby finds and determines that I.C. 36-5-2-4.1 provides that the legislative body may by ordinance divide the town into districts or wards to conduct elections to town offices; and further provides that the division shall be made in 2002, and every ten years after, and when required to assign annexed territory to a legislative district.
   (B)   The Town Council further finds and determines that I.C. 36-5-2-5 provides that the legislative body has one member for each district established under I.C. 36-5-2-4.1; and further provides that the legislative body may provide by ordinance that its members are to be elected at large by the voters of the whole town.
   (C)   The Town Council further finds and determines that in order to comply with the foregoing statute, it is necessary and beneficial to establish and redraw the boundary lines for the respective districts within the town.
   (D)   Pursuant to the provisions of I.C. 36-5-2-4.1, the town is divided into five districts or wards; such districts shall be bounded and described as follows.
      (1)   District 1. District 1 consists of that area encompassed by the district map and denominated as Ward I.
      (2)   District 2. District 2 consists of that area encompassed by the district map and denominated as Ward II.
       (3)   District 3. District 3 consists of that area encompassed by the district map and denominated as Ward III.
      (4)   District 4. District 4 consists of that area encompassed by the district map and denominated as Ward IV.
      (5)   District 5. District 5 consists of that area encompassed by the district map and denominated as Ward V.
   (E)   Pursuant to I.C. 36-5-2-5, the members of the Council are to be elected at large by the voters of the whole town.
