§ 31.22 LOCAL LAW ENFORCEMENT CONTINUING EDUCATION FUND (LLECE FUND) HANDGUN LICENSE APPLICATION FEES.
   (A)   There shall be an application fee charged by the town for a handgun license, either limited or unlimited, for licenses that expire four years from the date of issuance. There shall also be an application fee charged by the town for a handgun license, either limited or unlimited, for licenses that have no expiration date (lifetime handgun license).
   (B)   There is hereby established a special fund for the receipt of handgun license application fees, such to be called the “Local Law Enforcement Continuing Education Fund” (LLECE Fund) monies in which shall be used for the purposes of continuing education for the Police Department.
   (C)   Upon receipt of an application for a handgun license that expires four years from the date of issuance, a $10 application fee shall be immediately collected and allocated to and deposited in the Fund. If the handgun license is denied, $5 of the $10 application fee shall be refunded to the applicant. If the handgun license is granted, the $10 application fee shall remain in the Fund.
   (D)   Upon receipt of an application for handgun license that has no expiration date and the applicant has a current valid state handgun license, a $40 application fee shall be immediately collected and allocated to and deposited in the Fund. If the handgun license is denied, $30 of the application fee shall be refunded to the applicant. If the handgun license is granted, the $40 application fee shall remain in the Fund.
   (E)   Upon receipt of an application for a handgun license that has no expiration date and the applicant does not have current valid state handgun license, a $50 application fee shall be immediately collected and allocated to and deposited in the Fund. If the handgun license is denied, $30 of the application fee shall be refunded to the applicant. If the handgun license is granted, the $50 application fee shall remain in the Fund.
