Upon the filing of a franchise application, the applicant shall pay to the town government a nonrefundable application fee of $300 plus $0.02 for every home or apartment, hotel or motel unit in the geographic area covered by the franchise application. This fee is intended to cover the town government’s cost in reviewing the franchise application and determining the applicant’s qualifications for obtaining a franchise.
