Use of skateboards, roller skates, in-line skates, coasters, scooters, toy vehicles, and similar devices is prohibited on all public streets, except that the laws governing pedestrians crossing streets shall apply to any person crossing a street on a skateboard, roller skates, in-line skates, coaster, scooter, toy vehicle, or similar device.
