§ 71.01 SPEED REGULATIONS.
   (A)   No person shall drive a vehicle on a street or alley at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so restricted as may be necessary to avoid colliding with any person, vehicle, or other conveyance on, near, or entering the street, in compliance with legal requirements and with the duty of all persons to use due care.
   (B)   Where no special hazards exist, the following speeds shall be lawful:
      (1)   Fifteen mph in any school zone or alley;
      (2)   Twenty mph in any business zone; and
      (3)   Thirty mph in any residential zone.
   (C)   School zones are in effect from August 25 of each year until June 15 of the following year.
   (D)   No person shall operate a vehicle in the specified zones and alleys at a speed greater than that above stated.
   (E)   No person shall operate a vehicle on any highway, street, or alley located in the town in excess of the maximum statutory speed limit specified in state law, or as altered by the town or by the State Department of Transportation.
