This subchapter shall supersede and replace any other resolutions previously adopted by the Council establishing and/or addressing general procedures to be used by the Council for the public bid process, including, but not limited to Resolution No. 2011-07. Any and all actions taken by the Council as it relates to bids previously considered by the Council since its adoption of Resolution No. 2011-07 are hereby affirmed and ratified.
