(A) To the extent permitted by law, the Town may regulate, from time to time, the rates and charges to subscribers for signals distributed over the cable system, including cable service provided under a franchise.
(B) The procedures and standards for the regulation of rates and charges shall be established by the Council and may be set forth in the franchise contract, provided that all franchise contracts granted after the effective date of this chapter shall be subject to the procedures established by the Council, irrespective of whether the procedures are contained in the franchise contract.
