(C) All hearings or proceedings required by the Act to be held shall be held by the Council at either regularly called or special meetings, provided, however, that the Council may, in its discretion, designate a Committee of the Council to hold hearings and may also appoint advisory committees as it deems appropriate in proceeding to gather information and make recommendations to the Council in connection with the proceedings.
