The Territory is authorized to continue and provide for the collection of all reasonable fees for emergency ambulance services and to pursue legal means of collection of such fees, including, but not limited to, providing the issuance of delinquent invoices and using the services of a collection agency, and such other legal means determined reasonably necessary by the Territory.
