§ 73.02 BICYCLES TO YIELD TO PEDESTRIANS.
   When a person is operating a bicycle, tricycle, wagon or other small device, operated solely by muscular power, any pedestrians also using the sidewalks or public grassy areas shall have the right-of-way, and the operators of any vehicle operated solely by muscular power shall yield the right-of-way to pedestrians at all times.
