§ 73.01 REASONABLE CARE FOR USING BICYCLES.
   Bicycles, tricycles, wagons and similar other small devices, operated solely by muscular power, may be operated upon sidewalks and public grassy areas by all persons, at times when and places where pedestrians are not using those portions of public sidewalks or public grassy areas, and when so operated at not over ten (10) miles per hour and with reasonable care to avoid contact with any persons upon and using the sidewalks or public grassy areas.
