Except as otherwise provided, a motor vehicle, when a motorcycle, a truck, a trailer, a semitrailer, a tractor, an implement of husbandry, or a farm tractor used in transportation, a bus, a school bus, a recreation vehicle, or a special farm machine is operated or driven on a highway, the person who owns the vehicle must register the vehicle with the Bureau and pay the applicable registration fee.
