The Town Council shall have the power to establish further regulations and to enforce those regulations to the extent necessary for the economical and efficient management of the Town's water distribution system. Except as otherwise provided, the reconnection fee and the deposit fee, as set forth in this chapter, shall become effective after the first billing period following the adoption of this chapter.
