For the purpose of this chapter, the following definitions shall apply, unless the context clearly indicates or requires a different meaning.
GARBAGE. Food wastes, including every waste accumulation of animal, fruit, or vegetable matter used or intended for human consumption, or that attends the preparation, use, cooking, dealing in, or storing of meat, fish, fowl, fruit or vegetable.
PERSON. Any individual, firm, corporation, association or partnership.
PUBLIC DISPOSAL. Relates to the disposal of garbage and rubbish which has been removed from premises used, owned, or leased by one (1) or more persons, firms, corporations or associations, and transported to other premises and disposed either with or without payment of a fee.
RUBBISH. Includes matter such as ashes, cans, metalware, broken glass, crockery, dirt, sweepings, boxes, wood, grass, weeds or litter of any kind.
SANITARY FILL. Removal to and placing of garbage and rubbish in a specially prepared trench or its equivalent and the aforesaid contents thoroughly compacted and covered with at least six (6) inches of compacted fresh earth daily.
