Whenever a police officer of the Town, or an enforcement officer of the Town Fire Prevention Bureau, shall find that the owner or operator of any vehicle or other person has committed any of the acts which have been declared unlawful by any provision of this chapter, or has committed any act which shall be declared unlawful by any ordinance of the Town, amendatory of or supplemental to this chapter, the officer shall give notice to the person of the violation in the manner directed in this chapter.
