§ 34.076 BASE NON-REVERTING OPERATING FUND.
   (A)   Establishment. There is hereby established, pursuant to I.C. 36-10-3-22, the BASE Non-Reverting Operating Fund for the purpose of accounting for operating receipts and disbursements, revenues and other monies received or made for park purposes in connection with Brownsburg Parks and Recreation’s contract for Before and After School Enrichment (latchkey program) services within the Brownsburg Community School Corporation facilities.
   (B)   Purpose. The monies in the BASE Fund shall be used for general maintenance, for the acquisition, repair and/or replacement of capital improvements, for equipment, for other property, goods and services necessary to the operation of the BASE Activities, and for other related expenditures necessary for the ongoing operation of the BASE program as otherwise permitted by law.
   (C)   Administration. The BASE Non- Reverting Operating Fund shall be administered and maintained by the Clerk-Treasurer as hereinafter set forth:
         (1)   Monies in the BASE Non-Reverting Operating Fund shall be kept in an account in a place and manner as directed by the Clerk-Treasurer of the Town, separate and apart from all other Town funds, and shall be invested with the interest earned thereon deposited into the BASE Non-Reverting Operating Fund;
         (2)   Fees for the BASE Program will be established and collected by the Park and Recreation Board for activities and events held as part of the BASE curriculum.
         (3)   The funds held and accounted for in the BASE Non-Reverting Operating Fund shall be withdrawn only for the purpose of maintaining, improving and/or operating the BASE Activities;
         (4)   All property acquired from funds held in the BASE Non-Reverting Operating Fund shall be titled in the name of the Park Board; and
         (5)   The life of the BASE Non-Reverting Operating Fund shall be perpetual, unless termination is initiated by the Park and Recreation Board and subsequently enacted by the Town Council.
