(A) In order to facilitate reconstruction of street sidewalks in the Town, a restricted street sidewalk materials account for the purpose of collection and disbursement of street sidewalk materials costs is now established.

(B) In order to facilitate the reconstruction project or projects contemplated by this section, it is further ordered that citizens of the Town adjoining a street sidewalk proposed for reconstruction shall pay the costs of materials necessary for reconstruction to the Clerk-Treasurer in advance of any reconstruction. Thereafter, the Clerk-Treasurer is authorized and directed to pay over and disburse the funds to the proper material men involved in street sidewalk reconstruction projects to be completed within the Town.
