(A) There is established a D.A.R.E. Fund for donations for use by the Police Department for books and incidentals needed for the D.A.R.E. program and for use by the Police Department for the construction and maintenance of an evidence locker.
(B) It is further ordained that expenditures from the D.A.R.E. Fund may be spent without appropriation and for those items as determined necessary by the Police Department relating to the construction and maintenance of an evidence locker for the Police Department in addition to those items needed for D.A.R.E.
