Upon notice to the Town Council, and a designation of the Town Council of a certain business as a targeted business, the Economic Development Commission has the authority to offer as an economic development incentive, certain town utility incentives which may include:
(A) Waiver of tap fees;
(B) Waiver of meter deposits; and
(C) Waiver of utility fees up to $10,000.
