The Commissioners shall fix a time for holding regular monthly meetings; provided, however, that the Town Council may order that regular meetings be held more frequently if deemed necessary. Special meetings of the Board of Fire Commissioners may be called by the Chairperson or by three (3) Commissioners upon written request of the secretary. At least three (3) days before a special meeting the secretary shall send to all Fire Commissioners a written notice of the special meting. A written notice is not required if:
(A) The time of the special meeting has been fixed in a regular meeting; or
(B) All Fire Commissioners were present at a meeting at which a special meeting was scheduled.
