Under the provisions of I.C. 36-10-3 as amended from time to time, there is hereby established a Department of Parks and Recreation composed of a Board of Parks and Recreation, and other personnel as the Board shall determine, in which Department is vested the custody, control, operation, management, and maintenance of all public parks, playgrounds, and other public park and recreational facilities in the town of whatever nature or kind.
